Robert Mikulski graduated from the Faculty of Law and Administration at theUniversity inLublin. He is a graduate of the University of Economics in Poznań in the field of postgraduate Business Insurance Studies. He also completed a judge training (judicial practice) in 1998. Legal counsel since 1999. He gained experience in state and local government, working, among others, at the Government Legislation Centre, the Prime Minister’s Office, the Cabinet Office and Ministry of Finance.
Robert Mikulski has extensive experience in developing and applying the law. He is co-author of several legislative acts in the field of public procurement law, public finance law, insurance law, protection of intellectual property rights and environmental law. He is the proxy for many domestic and foreign investors in key disputes conducted by them before civil courts, administrative and the National Board of Appeal.
Robert Mikulski is a partner leading and coordinating customer service in the field of public procurement. For over 15 year he gained experience in providing legal services to entities related to the implementation and supervision of linear investments with value exceeding PLN 15 billion
In the fieldof public procurement law, Robert belongs to a small group of experts. It is his leading specialization appreciated by a wide range of customers. Robert is the author of numerous publications and legal information concerning the application of public procurement.
Robert during his long experience was advising both the contracting authorities and potential contractors in the smooth conduct of procurement procedures, preparation of tender documents. He coordinated and execution of advisory services to entities obliged to apply the rules on public procurement.
He is the author of the constitutional complaint by which the Constitutional Court judgment of 15 April 2014 SK12/13 settled in that Article 34 paragraph 2 of the Act on court costs in civil cases violates the Constitution of the Republic of Poland. Repeal of this provision caused that the transfer to the district court complaint against a decision of the National Board of Appeal after the opening of the bids will not necessitate the payment of horrendous proportional fee amounting to 5% of the value of the order(no more than PLN 5000 000).
